Every term is defined twice: once the way a filing would put it, and once the way somebody would explain it to you across a table. The second one is usually the one that sticks.

A specific, checkable condition that determines an action without further judgement.

In plain terms

"No single stock above 8% at cost" is one. "Do not over-concentrate" is a preference wearing a rule's clothes.
