Every term is defined twice: once the way a filing would put it, and once the way somebody would explain it to you across a table. The second one is usually the one that sticks.

Technical analysis

A breadth measure: the share of stocks in a universe trading above their own 200-day moving average.

In plain terms

Above 70% is a broad bull market; below 25% is washout territory, where major bottoms have tended to form.
